The manual describing the EMPACT-SPC Teen Substance Abuse Treatment (TSAT) Program is for use by clinicians, administrators, evaluators, and other treatment providers in the communities to provide treatment for adolescents with co-occurring mental illness and substance-related disorders. EMPACT-SPC’s TSAT model offers 3 months of intensive outpatient services. The step-down model begins with an average of 15 hour per week of counseling and decreases to an average of 11 hours of counseling per week, depending on the client and family needs. Services include, but are not limited to, group, individual, and family counseling, as well as urinalysis testing and transportation. Psychiatric and 24-hour crisis services are available when needed. Treatment modalities include cognitive-behavioral therapy and motivational enhancement therapy from a solution-focused, family systems perspective. The manual includes the following topics:
